Shot with Nikon F4S. TMax 400 shot at 1600 and 800 asa. Dev with Caffenol C L for 60 minutes, fixed with Kodak Standard Fixer for 32 minutes. Somewhat thin? Possibly underdeveloped?
Maybe your soda contains to much water. Try to weigh out 25 gram and then bake it for an hour. Weigh it again and see, maybe it only weighs 13 gram. This was the cause when I had the same issue.
I'll check that. I realized my scan was off as well. The other bridge picture is a better scan and more satisfactory. I added real potassium bromide over iodized salt which helped but possibly too much (2g/litre). But I haven't confirmed the soda water content as you stated.
